The head building of the new district administration office marks the gateway to the town centre of Rottweil in a harmonious way. The main entrance opens welcomingly to the new town square, seamlessly integrating into this public space. The two-storey existing building is extended by adding a relatively lightweight timber structure on top, creating an appropriate edge towards the town square. Due to the design’s new arrangement perpendicular to the town square, the extension connects the existing buildings and forms a unified whole. The town square serves as a public entrance and forecourt of the new district administration office. The existing trees are grouped and bordered by benches. A water feature enhances the prestigious character of the district administration office. In contrast, the courtyard garden is a secluded space exclusively used by staff.

For ecological reasons and as a reference to the Black Forest, we have chosen a wood-hybrid construction on a ground-level base made of recycled concrete. The central public entrance area was positioned in an easy-to-find location, directly on the new town square. The foyer with reception opens generously to this open space. Via the inviting vertical main circulation core adjacent to it, employees can access the different levels. Highly frequented visitor areas with consultation rooms are located in this semi-public vertical main circulation area. Separated from this, accessible only to employees, are the office areas: The floor plans are designed to be flexible and adaptable to future requirements. The arrangement of offices along two parallel corridors allows for hybrid office concepts.
